According to the revision of the Passport Act, passports issued after December 21, 2020 do not have the last digits of the resident registration number written on them, so they cannot be used as an ID card. However, if you have a passport information certificate, you can still use your passport as an ID card at hospitals, public institutions, etc. Let’s take a look at the three methods of issuing passport information certificates and the method of issuing them to minors.여권정보증명서 발급

Selecting passport information
After logging in to the certificate, select the desired type of passport information certificate in Korean or English. After that, click the [Check passport information] button to check the passport information under the applicant’s name. If there is an unmanned civil service issuance machine nearby, you can also receive a passport information certificate through this machine. You can apply through the [Passport] related work of the issuance machine, enter your resident registration number, and perform thumbprint recognition for identity verification.
The passport information certificate issuance fee is free. Usually, unmanned issuance machines are available 24 hours a day, 365 days a year, but there may be holidays depending on the installation location. Please check the location and operating hours of the unmanned civil service issuance machine before visiting.
3) Passport office civil service window
Lastly, you can visit the passport office directly to issue a passport information certificate. ‘Passport agency’ refers to the city/county/district office, so you can apply for it by visiting the civil affairs passport department of the city/county/district office near you.
Unlike the two methods introduced above, the method of issuing a passport information certificate through the civil affairs window incurs a fee of 1,000 won and is only available during business hours on weekdays.
How to issue a passport information certificate for minors
Under 14 years old: Visit the city/county/district office in person
14 years old or older: Apply online through Government24, visit the city/county/district office in person
In the case of minors, caution is required when issuing a passport information certificate. If you are a minor under 14 years old, the only way is to visit the city/county/district office in person to issue the document. If you are a minor over 14 years old, you can also apply online through the Government24 website.
However, please note that when a minor visits the city/county/district office to issue a passport information certificate for minors, you must bring your ID and visit with your parent who has your ID. The fee is the same at 1,000 won, and the documents required may vary depending on the institution, so please call to inquire.
How to use a passport information certificate
A new passport with the last digits of the resident registration number omitted cannot function as an ID card by itself. Therefore, you must submit both the passport and the passport information certificate to use it as an ID card. If either one is missing, normal use is not possible.
However, since some institutions utilize the passport information linkage system, you can verify your identity with a new passport even without a passport information certificate. It is recommended that you inquire in advance to confirm whether a passport information certificate is required.
