If you want to breed a vicious dog for safety management, you must obtain permission from the city/provincial governor, and even dogs that are not a vicious dog breed can be designated as a vicious dog through a temperament evaluation.
The Ministry of Strategy and Finance published a booklet titled ‘This will change from 2024’ containing these contents on the 31st.
The government decided to implement a new national qualification for companion animal behavior instructors in order to operate a systematic and objective qualification system in the pet behavior instructor field. To this end, the ‘Animal Protection Act’ was revised in April last year and related grounds were enacted. The amendment will take effect from April 27 next year.
National qualifications are granted based on passing the first written exam and the second practical exam. The test evaluates pet education abilities and knowledge of related laws and regulations.
The government expects that through the implementation of this national qualification, pet instructors will advance into various pet-related industries such as policy areas and animal hospitals, and contribute to the creation of a responsible parenting culture.
In order to strengthen the safety management of vicious dogs, a ‘fierce dog breeding permit system’ and a ‘temperament evaluation system’ will be introduced. Like the national qualifications for pet behavior instructors, this was revised in April last year, and the effective date is also the same, April 27th next year.
The government established this system as the need to strengthen safety management for dog bite accidents increased, as injuries and deaths caused by dogs continued to occur.
Accordingly, in order to breed vicious dogs starting next year, certain requirements must be met, including ▲ neutering ▲ animal registration ▲ temperament evaluation ▲ vicious dog insurance. Breeding is possible only after meeting the requirements and obtaining permission from the city/provincial governor.
In addition, dogs that are not of a vicious dog breed can be designated as vicious dogs through a temperament evaluation if they cause harm to people or animals or if their aggression becomes the subject of a dispute. Temperament evaluation refers to determining an animal’s aggressiveness by comprehensively analyzing the animal’s health status, behavior, and the owner’s ability to control it.
