The Ministry of Personnel Management and Innovation (Director Hwang Seo-jong) announced on the 28th that it is pushing for a revision of the ‘National Civil Service Service Regulations’ to introduce family care leave.
This changes the existing ‘child care leave’ to ‘family care leave’ to expand the scope of care recipients and the number of leave days like in the private sector. When the amendment is implemented, public officials will be able to take care of not only their children but also their spouses and parents (including the spouse’s parents). If you need to take care of your grandparents or grandchildren, you can use family care leave, a special leave.
As with the private sector, family care leave will be allowed to be used as unpaid leave for up to 10 days per year, but for child care, it will be operated as paid leave of up to 3 days (2 days if there is only one child) as is currently the case.
In particular, it is noteworthy that in the recent COVID-19 situation, reasons for using family care leave have been added to reflect the realistic situation in which child care is needed due to the closure of daycare centers, kindergartens, and schools or the postponement of the start of school.
Previously, care leave could only be used to attend official events at the child’s daycare center, kindergarten, or school, or to attend consultations with teachers, or to accompany the child to hospital treatment.
However, in the future, you will be able to use care leave even if your child cannot go to daycare, kindergarten, or school due to discretionary leave or disaster, or if you need to take care of your child because he or she is sick but does not need hospital treatment.
In addition, family care support for single-parent families or public officials with disabled children will be strengthened. Public servants who are single-parent families or have disabled children can use up to three days of paid family care leave per year, even if they have only one child.
Considering that disabled people may need long-term care, we plan to allow disabled children to use up to 3 days of paid family care leave per year even if they are adults.
