안전관리계획서 제출대상■ purpose
– Prior to the start of construction, construction companies, etc., discover risk factors in the construction process,
– By establishing and inducing safety management plans suitable for construction sites
– To prevent safety accidents during construction work.

■ Relevant basis
– 『Construction Technology Promotion Act』 Article 62 (Safety Management of Construction Works)

① A constructor and a registered housing builder shall establish a safety management plan for construction works, such as safety inspection and safety management organization, and submit it to the project owner for approval prior to the commencement of construction. In this case, the ordering party, other than the ordering authority, shall submit a copy of the safety management plan in advance to the head of the authorization/permission agency for approval.

(2) Upon receiving the safety management plan pursuant to paragraph (1), the project owner or the head of the authorization/permission agency shall review the contents of the safety management plan and notify the constructor and registered housing builder of the result.

③ The ordering authority or the head of the authorization/permission agency shall submit a copy of the safety management plan submitted and approved pursuant to Paragraph 1 and the review result pursuant to Paragraph 2 to the Minister of Land, Transport and Maritime Affairs.

■ Establishment of construction safety management plan
– 『Enforcement Decree of the Health Examination Act』 Article 98 Paragraph 1

1. Construction of *type 1 facilities and *type 2 facilities
* 「Special Act on Safety and Maintenance of Facilities」 Article 2, Subparagraphs 2 and 3

2. Construction work excavating more than 10M underground

3. Construction work that is expected to affect the *surroundings due to the use of explosives
* Surroundings: Facility within 20m or livestock breeding within 100m

4. Construction of buildings with 10 or more floors and less than 16 floors

5. Remodeling or dismantling of buildings with 10 or more floors

6. Vertical extension type remodeling in accordance with Article 2, Subparagraph 25 (c) of the 『Housing Act』

7. Construction work using *construction machinery registered in accordance with Article 3 of the 『Construction Machinery Management Act』
*Construction machinery: drilling machine (over 10M in height), driving and dumping machine, tower crane (※ lift car not applicable)

8. Construction work using *temporary structures in Article 101-2, Paragraph 1 of the Enforcement Decree of the Health and Safety Act
* Temporary structure
9. Other construction work other than the above
*Other construction work
