1. What is the National Tomorrow’s Learning Card?
The National Tomorrow’s Learning Card is a welfare system that enables the government to support a certain amount of training costs for those who want to participate in vocational training. Those who are issued a National Tomorrow’s Learning Card can receive up to 3 million won (US$2,000) in training expenses per individual, up to a maximum of 5 million won.

The National Tomorrow’s Learning Card is available to unemployed people, workers, specialty workers, and self-employed people, regardless of age. However, public servants, private school teachers, university students with more than two years left until graduation, self-employed people with annual sales of KRW 150 million or more, and specialty workers with monthly wages of KRW 3 million or more are excluded from applying.
The National Tomorrow’s Learning Card provides a variety of benefits for those who wish to pursue vocational training.

2. Benefits
🔵 You can receive support for training costs from KRW 3 million up to KRW 5 million per individual.
🔵 Participants in the Employment Success Package Type 1 can receive 100% or 80% of training costs.
🔵 Specialized courses such as low-income groups, national strategic industry occupations, and course-assessed qualification courses are fully funded with no out-of-pocket expenses.
🔵 Training subsidies (up to KRW 116,000 per month) are available for courses of 140 hours or more.
🔵 The issued card can be used regardless of economic activity status, such as employment or unemployment, and is valid for 5 years from the date of issuance.

3. Eligibility
The following people are eligible for the National Tomorrow’s Learning Card.

🔵 Unemployed: A person who is not enrolled in employment insurance and has registered for a job at an employment center.
🔵 Workers: People who are enrolled in employment insurance and are either working or on leave of absence
🔵 Specialized laborers: People without employment insurance who are day laborers, short-term workers, freelancers, etc.
🔵 Self-employed: Employment insurance enrollees who are self-employed.

4. Excluded Applicants
However, the following are excluded from applying for the National Tomorrow Learning Card.

🔵 Government employees
🔵 Private school staff
🔵 University students with more than 2 years of classes remaining until graduation
🔵 Self-employed with annual sales of KRW 150 million or more
🔵 Specialized laborers with a monthly wage of KRW 3 million or more
🔵 Employees of large-scale companies with monthly wages of 3 million won or more and under the age of 45

5. How to Apply
There are two banks that issue the National Tomorrow Learning Card: Nonghyup and Shinhan. When applying for issuance, you can choose the bank of your choice, and if you apply with a credit card, you may be charged an annual fee. The issued card can be used from the next day after receipt and is required to support training expenses and verify attendance.
There are two ways to apply for the National Tomorrow’s Learning Card: online and offline.

🔵 To apply online, go to the HRD-NET website (www.hrd.go.kr), sign up and log in, then go to My Information > My Card > National Tomorrow’s Learning Card > Apply for Issuance. You must log in with your authorized certificate and verify your identity. When applying for issuance, you must attach documents such as ID card, National Tomorrow’s Learning Card issuance confirmation, and bank account (Nonghyup Bank, Shinhan Bank).

🔵 To apply offline, you can visit an employment center near your place of residence and follow the staff’s instructions to fill out an application form and submit the required documents. The required documents are a verifiable ID such as a national ID card or driver’s license, and a bank statement or passbook with your account number scanned on the first page.
