The Ministry of Public Administration and Security and the National Police Agency announced that starting on the 28th, ‘mobile driver’s licenses’ will be issued at all 27 driver’s license test centers and 258 police stations across the country.
The mobile driver’s license can be used in online and non-face-to-face environments, such as on-site as well as non-face-to-face account opening and online civil service applications, and has the same legal effect as the current plastic driver’s license.
Mobile driver’s licenses can be used everywhere current driver’s licenses are used, including public institutions, banks, rental car companies, airports, hospitals, convenience stores, passenger terminals, telecommunications companies, and elections.
However, if it is necessary to keep a copy of your ID card, it can be used in a place where a separate system is prepared. For example, this includes banking financial transactions, mobile communication subscription, and some civil affairs services at public institutions.
In particular, mobile driver’s licenses allow the other party to provide only the information they need, preventing excessive exposure of personal information. Various security technologies have been applied to ensure safety, and it can only be issued to one terminal in your name.

To ensure the highest level of reliability, mobile driver’s licenses can be issued after visiting a nearby driver’s license test center or police station’s civil service office and completing face-to-face identity verification.
Meanwhile, to issue a mobile driver’s license, you can download and install the ‘Mobile ID (Driver’s License)’ app and choose between an integrated circuit (IC) driver’s license or a QR by visiting a driver’s license test center.
First, in order to issue a mobile driver’s license using the first method, an IC driver’s license, you must replace your current driver’s license with an IC driver’s license.
You can apply for an IC driver’s license on the ‘Safe Driving Integrated Civil Service’ website (www.safedriving.or.kr) and receive it at a designated driver’s license test center or police station’s civil service office, or apply at a driver’s license test center or police station.
If you apply at a driver’s license test center, you can receive it right away on the spot, but if you apply at the police station’s civil service office or online, it takes about 1 to 2 weeks to receive your IC driver’s license.
You can receive a mobile driver’s license by touching the received IC driver’s license to the back of the smartphone and verifying your identity. If you replace or lose your smartphone, you can have it reissued with an IC driver’s license without having to revisit the institution.
The second method is to take a photo of the QR code installed at the driver’s license test center window using a mobile ID app and obtain it. The cost of issuing an IC driver’s license is 13,000 won, but this method costs 1,000 won.
However, if you need to reissue your mobile driver’s license due to replacement or loss of your smartphone, you must revisit the driver’s license test center.
Additionally, those who wish to verify their identity can visually check the presented mobile driver’s license or, if they need to verify the authenticity of their identity information, check it through the ‘mobile ID verification app.’
The verification app can be downloaded from the app market, and you can check the authenticity of the information by scanning the QR code of your mobile driver’s license with the verification app.
Mobile driver’s licenses provide a variety of identity verification methods specialized for each location of use.
At 13 banks that have completed system linkage and can use mobile driver’s licenses, you can make financial transactions by taking a photo of the QR code presented by a bank employee with a mobile ID app. It can also be used for non-face-to-face account opening at four banks.
In addition, it provides a variety of online and on-site convenience services specialized for each user, such as mobile phone activation, convenience store adult authentication, government 24 member login, Toss identity verification service subscription, unmanned check-in at accommodations, and Naver Pay remittance.
Minister of Public Administration and Security Lee Sang-min emphasized, “The official issuance of mobile driver’s licenses is an opportunity to announce the beginning of the full-fledged mobile ID era and the transition to a digital platform government.”
He continued, “Going forward, we will go beyond resolving the inconvenience of having to carry a plastic ID card and create a variety of innovative services with the private sector, and lay the foundation for revitalizing the non-face-to-face digital economy.”
Meanwhile, the Ministry of Public Administration and Security plans to continue to discover and expand various innovative services using mobile driver’s licenses in close cooperation with private companies in the future.
Furthermore, next year, we plan to open the mobile ID to the private sector so that mobile driver’s licenses can be issued and used through private apps, and to expand the mobile ID to include resident registration cards for all citizens, following the national merit certificate.
